Rifas Raseek leads the development and management of Wulfstan Analytics’ operational platform in Sri Lanka. He is responsible for setting up the operational, financial, and governance frameworks that allow the company to deliver high-quality analytical and scientific support services to its global partners — overseeing corporate operations, regulatory compliance, financial management, and strategic partnerships in line with international standards.

Rifas brings deep expertise across public finance, investment facilitation, operational management, and strategic partnership development. He has worked closely with government institutions, international organizations, and private sector partners to support institutional development, operational structuring, and cross-border collaboration. His work has helped organizations launch strategic partnerships, advance investment initiatives, and establish or expand their presence in emerging markets.

He holds a Bachelor of Business Administration, a Master’s in Public Administration and Management, and a Master of Business Finance. He is a Chartered Public Finance Accountant (CPFA) with the Chartered Institute of Public Finance and Accountancy (CIPFA, United Kingdom) and a CBA member of the Institute of Chartered Accountants of Sri Lanka (ICASL). He also holds professional certifications in management consulting, public financial management, financial technology, artificial intelligence in finance, and forensic accounting.

Rifas is an active member of several international professional bodies, including CIPFA (UK), ICASL (CBA member), the Project Management Institute (USA), the Institute of Consulting (UK), and the Institute of Public Accountants (Australia).

His international professional experience spans Asia, the Middle East, Europe, and the Caribbean, with work supporting projects and institutions headquartered in Scotland, Canada, South Korea, and China — contributing to cross-border programmes and long-term institutional collaboration.
